A tangle of serpents, guided by the great blue dragon Tintaglia, comes from the sea and struggles up the Rain Wilds River towards the cocooning grounds. They travel with the liveship Tarman and its captain Leftrin, alongside hunters who must find game to keep the dragons fed. Among the group are Alise, who has left her marriage to continue her study of dragons, and Sedric, amanuensis to Hest Finbok.
The dragon keepers and fledgling dragons discover a route to the lost city of Kelsingra, but must be able to fly to cross dangerous waters and enter the fabled city. Only a few dragons are willing to try, while others hold back due to deformed wings, feeble muscles, or fear of failure and humiliation. The rewards waiting at Kelsingra are described as beyond what they could imagine.
Dragon blood and scales, dragon liver and eyes and teeth are described as required ingredients for medicines with near-miraculous healing powers. The legendary blue dragon Tintaglia is dying from wounds inflicted by hunters sent by the Duke of Chalced. The Duke preserves his dwindling life by consuming the blood of the dragons poet Selden Vestrit.
