Synopsis

After a lone gunman opens fire on a crowded San Francisco ferry, Lieutenant Lindsay Boxer is brought in to investigate. At the scene, she finds three people dead and Claire Washburn critically injured, and Lindsay makes a promise to identify the person responsible.

As the case progresses towards court, a separate crisis emerges when a child abduction is reported, followed by the discovery that more children have been taken. With no ransom demands, the kidnappings appear to follow a different motive, and time becomes increasingly limited as Lindsay works to connect the evidence and locate the missing children.
